Designated Education Clinical Lead Officer (DECLO)
The DECLO has responsibility for co-ordinating the health board's functions in relation to children and young people who have additional learning needs.
The ALNET legislation requires all health boards to have a designated education clinical lead officer (DECLO). This means that if the NHS is involved in your child / young person's care, the DECLO has responsibility for the process.
What does the DECLO do?
- Work in partnership with others to promote effective multi-agency working.
- Promote awareness of ALN across the local health boards.
- Manage efficient and consistent systems that enable health professionals to make appropriate referrals to a local authority of children under compulsory school age.
- Oversee any complaint or dispute that relates to the local health board's duties under the ALNET Act.
- Quality assurance of local health board activities in relation to children and young people with ALN.
How will they be involved with my child?
The DECLO will not be directly involved with you or your child / young person, but has ultimate responsibility for the NHS role in supporting children and young people with ALN.
What if I disagree with the health provision in place?
If you have any complaints about the health board and their involvement in your child's provision the Designated Education Clinical Lead Officer (DECLO) will work together with us to try and find a solution.
